US 224 to be Bored UnderThe bore under US 224 will take place on Monday. Expect inconveniences at the intersection as early as February 15, 2019 as the contractor prepares for the bore team. The construction crew will be working in Gilboa from here through March as they complete the final stretch of the pipeline project.
State Route 613 Access Closed from Road 3, Choose Alternate RouteAs Underground Utilities continues to work on the waterline, this week they start a new challenge of boring under St. Rt. 613. This will require them to dig on both sides for St. Rt. 613 at Road 3. The crossing will be closed to north and south bound traffic, but east and west bound traffic on St. Rt. 613 will be maintained. Please use an alternate route to get around this issue. Expect the closure to be continued through October 12th at the earliest.
Work continues on the Waterline and Pump StationSteady progress at the pump station has revealed bare concrete walls as the process of constructing this important public project continues. Along road three, the area near the NS railroad doesn't look itself as Underground Utilities led by native Rodney Remley cross from the NS track to the edge of the road for continued construction. Remember the crew will be establishing rolling road closures throughout the project. Expect this to happen a block at a time with access open to residential and farm properties. Once they are through expect the road conditions to be sub-par until the project is completed in the spring. Drive with care in the area.
You Heard It Here First; Pipeline To Start on the North End of the Route Very Soon and Ahead of Schedule:The image above shows the first area pipe will be installed. The blue line just to the west side of County Road 3 indicates that line will be on the left hand side of the road. To the very right side of this picture you will see the edge of the Village of Leipsic reservoir which will be the site of the first part of construction. The contractor will then head south on County Road 3. They will not bore under the NSF railroad or State Route 613 until a later date when the boring company is available.
This picture spans from the NSF railroad past Road F and stops just before State Route 613. There will be construction in this area the month of August. Starting this week, pipe will be laid out the distance of the pipeline along Road 3. In Gilboa, the pipe will be stockpiled at a site given the population density in the area. The contractors will coordinate efforts for you to have dirt and ask that only commercial sized vehicles are used for hauling. If you need the contractor to haul the dirt for you, your location to the site will determine availability.
IF YOU NEED SOIL, CLICK THE BUTTON BELOW TO MAKE A REQUEST Bids OpenedBids for the pump station were opened on Wednesday May 2, 2018. Bids have not been officially awarded at this time but the apparent low bidders are being recommended for the job. The project will be split into two separate jobs. One job will be the waterline installation along Road 3 and the other job will be the construction of the intake and pump station at the Blanchard River.
The company that was the apparent low bidder for the waterline project was Underground Utilities Inc. which operates out of Monroeville, Ohio near Norwalk. The pump station will be built by Kirk Bros. Construction out of Alvada, Ohio. By the end of June all of the paper work to officially award these bids will be completed and the companies may start as soon as July. Their deadline for completion of the project is March. |

This letter was sent to land owners with property along Road 3 and Sugar Ridge Drive:

As this project continues, should there be instances where you have concerns, questions or advice—I am prepared to listen and do the best I can to address those matters.
The construction on the pump station site has started. The waterline itself will be completed with two work crews, one starting in Gilboa and the other starting at the Leipsic Reservoir. That work is still approximately six weeks from starting.
This timing will impact Road 3 during harvest. Please keep me informed about those issues as we have asked the contractor to ensure the road remains as passable as possible for grain trucks and combines during that time. The different government agencies involved with this project have made certain issues, especially abrupt plan changes difficult. We will do our very best to ensure those issues are handled respectfully.

Construction Timelines
Below is a rough schedule to give you an idea of what to expect.
- The first week of July the crews at the pump station site will continue to install the driveway to the rear of the property and install initial piping on the site. Expect to see the grade of the drive way to be raised at the roads edge to make access more manageable.
- They will prepare for work at the river's edge by installing a temporary cofferdam. For river enthusiast please stay to the north side of the river in this section. This will be maintained in the river while the intake structure is constructed. The cofferdam is scheduled to be removed in late September.
- By mid July excavation will be moving full steam ahead as the intake structure and pump station are constructed with a floor similar to the river bed. The crew must get through several feet of rock before they can pour the concrete for the base floor and construct walls. The excavated rock will be kept on site and recycled as rip-rap along the river.
- Concrete pouring will continue throughout the project with a bulk of that concrete coming to the site from the end of July through October.
- In September Underground Utilities will arrive to begin installing the 24 inch waterline. They will start along Sugar Ridge St. in Gilboa. This construction will be focused on the east side of the road in Gilboa.
- In November around the time of Election Day, a second crew will be onsite from Underground Utilities. This crew will start at the existing Reservoir in Leipsic and run their line along road three to meet with the line coming from Gilboa.
- In December the masonry work will take place, this is the construction of the outer walls above ground level.
- In January you will see a crane on site to install the large pumps within the building, prior to the installation of the roof.
- In February the tin siding will be placed on the outside of the blocks and the roof will be installed. After this the focus will be on doors. (Tin siding is important because we have noticed block pump stations are very damp due to condensation on the block, the insulation and tin should reduce this issue and increase the lifespan of the pump station and the contents inside.
- At the end of February, both pipeline crews are scheduled to be done installing the pipeline.
- In March and April, various indoor work will continue at the pump station including electrical and computer work.
- Testing will be ongoing to establish substantial completion by March 30th and with full completion to be done by May 30th.
- Grass seeding and property restoration will be held off until May.
- Road 3 will be repaved at some point in April or May.
- By June of 2019 the Village of Leipsic will be prepared to supply more jobs producing industries and lives for the residents on Road 3 and in Gilboa should be able to continue as they have this summer. The grass will be starting to grow and the construction operations should be ceased.

The RouteThe pump station will be constructed just outside of Gilboa, and the waterline will run on the east side of the pavement in Gilboa and the west side of the pavement along Road 3 through Blanchard and Van Buren Townships before filling the Leipsic reservoir. In the near future, actual plans for the route will be made available to residents impacted.
